I am a new private pilot. I just received my Temporary Airman Certificate nine days ago. I'd like to go ahead and start working on my instrument rating. 14 CFR Part 61.65 section d states that I must have 40 hours of actual or simulated instrument time to include 15 hours of instrument flight training from a certified instructor. My CFI (who is seeking a CFII rating) says that, as a non-instrument rated pilot, I am only allowed to log instrument time when I'm with an instrument instructor. I think this is incorrect. It seems to me that 25 of those 40 hours can be with another private pilot acting as a safety pilot, as long as I'm only flying under simulated instrument conditions. Can anyone point me to a place in 14 CFR that specifically states this? I know my instructor isn't trying to con me. He's a friend of mine, and I trust him to tell me what he thinks is true. I just think he may be misinformed in this case. Any help would be greatly appreciated!
